Approval of a new majority representative 次期過半数代表の承認について(2)

箕面地区事業場の労働者の皆様
過半数代表者の選出のために、Google formで承認を送ってくださった方、また、
３月７日の教授会で、同意書に署名をくださった方、ご協力いただき、ありがとうございます。
箕面地区の教員全数は157人ですが、Google formで前もって同意書を送ってくださった方が15人、
教授会の日には130人の方から同意書をいただくことができ、合わせて145人となりました。
お忘れの方は、今からでもお願いいたします。
ただ、現在契約期間中（秋冬学期）の非常勤講師全数が295人、職員57人を加えると、
箕面地区事業場の全労働者数は508人で、過半数は255人となります。３月10日現在で、
同意書数は、Google form分を合わせて145ですので、110筆足りません。
職員さんたちも、これから同意書を集めてくださるので、増えていくと思われますが、
教員の皆様、非常勤講師の皆様、ご協力お願いいたします。
４月１日以降、労働者の過半数代表者が不在ということは、（労働者側が直接被害を被ることはないのですが）
就業規則の改定など、労働改革を進める大阪大学の使用者側が、労使協定の締結相手がいなくなり、
困ってしまうということになります。
初めての方に簡単に説明しますと、国が労働基準法を制定し、就業規則を変更する時は、
使用が一方的に決めるのではなく、労働者の過半数を代表する人（過半数組合があれば、
組合の代表）に説明し、意見を聞くという手順を踏んで、労働基準局に提出するように、
と定めています。阪大には、労働者の過半数を占める組合がないので、過半数代表を選出して、
労使協議を行うことになります。過半数代表者選出の同意書に署名することは、労働組合に関わるとか、
加入するとか、ということでは全くありませんので、その点、ご安心ください。

３月末まで、同意書を集める作業を続けるため、度々、メールをお送りすることになりますが、

To all the workers at the Minoh workplaces in Osaka Univ.
Thank you to everyone who sent their approval via Googleform to elect a majority representative,
and to everyone who signed the consent form at the faculty meeting on March 7th, for your cooperation.
The total number of teachers in the Minoh campus is 157, 15 people sent consent forms in advance via Googleform,
and on the day of the faculty meeting, we received consent forms from 130 people, making a total of 145 people.
However, if we add the total number of 57 staffs and 295 part-time teachers
(currently under contract fall/winter semester) , the total number of workers at the Minoh will be 508.
As the majority is at 255, there is a shortage of 110 forms.
The staff will also be collecting consent forms from now on, so we expect the number to increase,
but we would like to ask all faculty members and part-time lecturers for their cooperation.
The Japanese government requires that when an employer changes work rules,
the employer does not make the decision unilaterally, but rather that
the employer provides an explanation to the worker through a person who
represents the majority of the workers, and that the employer receives opinions from the workers.
The Labor Standards Act stipulates that employers must follow these steps and
submit their work rules to the Labor Standards Bureau. Since in Osaka University
there is not a labor union that represents the majority of workers at any campus,
so at the Minoh we have collected letters of consent from candidates
when selecting a majority representative. Please be assured that signing this agreement
does not mean joining a labor union. However, you are always welcome to join our Minoh union.
If there is no representative of the majority of workers in the Minoh area after April 1st,
it will be a problem for the university, which is revising its work rules and promoting labor reform.
So,we will continue to collect consent forms until the end of March,
so we will be sending you frequent emails. Thank you for your cooperation.
